I would venture that facilites lose far more money due to turnover and should be doing anything they can to prevent that. The problem is that most companies do not have any idea what the cost is of losing someone that has been with them for a year or two.
 
If you could cut your turnover in half, could you affort to give a few extra days vacation...probably.
