Daily injections of insulin do not necessarily skill a resident. The guidelines for clinically complex say that for a resident to be skilled for daily injections, they must have a dx of diabetes mellitus, and physician order changes greater than or equal to 2 days (in the 14 day lookback on the MDS).
If this resident has been 60 days without meeting the above criteria, then I would certainly skill her especially with a fresh surgical wound and likely needing rehab services.
