I do not agree with this statement.
 
The PPS system does not suggest that you "cannot bill for what you did not deliver".  That's the whole point behind a "prospective payment system." 
 
Sometimes, you capture a RUG that accurately predicts the resources that will be used. Sometimes, the resident's needs change immediately after the ARD, causing more or less resources to be used.  Unless the changes meet the definition of a significant change, then you are stuck with the payment level decided by the most recent assessment.
 
I would never modify an assessment under the circumstances described, and I would certainly project minutes in Section T in accordance with the instructions in the manual.
