How do you measure that goal "minimize risk of falling", is it by no falls,
then aren't you back to the same goal?

In response to the FALLS question---I remember a lawyers advice to be
careful to state that a resident's risk of falling will be minimized rather
than making the goal that the resident will not fall. We cannot be sure he
will not fall but we can reduce his risk be taking certain steps of
prevention. Is this the discussion that you mean?
