You could just put a lower number of falls than the resident is currently having.  
Example:  Mr. Jones had 5 falls in the last quarter.  Your goal would be that Mr. 
Jones have less than 4 falls over the next 90 days.  The goal would be met if he had 
only 1-3 falls.  As the number of falls lessens you reduce the number in the goal.  
Make sense??
