Why wouldn't she be able to do modifications? The manual doesn't
state that only the person completing the original assessment can modify
it. If an error is discovered that needs modification, then it should be
modified by whoever discovers the error.

They really aren't necessarily going to be sig changes
since they are "probably" coding errors. You can't due
modifications as you weren't in the building. I suggest you do early
annuals on everyone and then spread them out when they come due again so you
