See pg 5-6 in RAI manual, I believe you are incorrect in changing an ARD with the 
modification process.

If the assessment was done based on the correct ARD, but data entry error occurs, you 
can modify the ARD. 

I think reason for assessment is about the only thing you can't modify.

HOWEVER, this is based on an appropriately completed assessment with the appropriate 
ARD that was just entered incorrectly.  I actually had an administrator, with little 
understanding of the process, ask me to "just modify  the ARD to make it right", when 
an assessment had been done with an inappropriate ARD.  I refused to do that.
