The RAI manual also doesn't state you can. Another point, I don't know if anyone 
else's system is the same (I have Keane) but with a modification you do not have the 
choice to change the ARD, it is not an option.

If the ARD was simply a data entry error, i.e., your ARD was 2/5 (this was what the 
lookback was based upon) and you entered 2/6 in the assessment you can modify the 
ARD....just be sure you have good documentation to back up the correct ARD. 
 
Your reference does not state you cannot modify the ARD....in the original 
documentation and draft correction policy it actually stated that you could modify the 
ARD under these circumstances.
 
Another point.....the modification will be accepted when you modify the ARD...so CMS 
did not consider it an item that could not be modified...example, AA8a and AA8b 
modification will cause a rejection.

Yep,
If the assessment was done based on the correct ARD, but data entry error occurs, you 
can modify the ARD. 

I think reason for assessment is about the only thing you can't modify.

HOWEVER, this is based on an appropriately completed assessment with the appropriate 
ARD that was just entered incorrectly. I actually had an administrator, with little 
understanding of the process, ask me to "just modify the ARD to make it right", when 
an assessment had been done with an inappropriate ARD. I refused to do that.
