You shouldn't
be adding a day to your ARD of 4/4/03. Leap year has an extra day in the
year, making 366 days in leap year. So 4/4/04 would be the 366th
day.

Our state is flagging our annuals as
late d/t leap year. Correct me if I’m wrong but the manual states that
you have 366 days to complete your annual assessment from the most recent
comprehensive assessment. So for instance I did an annual assessment
with an r2b and vb2 date of 4/5/04 and last comprehensive r2b and vb2 date was
4/4/03. I should be o.k.
