Please look at Chapter 2 page 2-3 of the RAI Manual. One comprehensive to the next is to be within 366 days of the Vb1 and Vb2. There's nothing about leap year. It's just 366 days.

You shouldn't be adding a day to your ARD of 4/4/03. Leap year has an extra day in the year, making 366 days in leap year. So 4/4/04 would be the 366th day.

Our state is flagging our annuals as late d/t leap year. Correct me if Iâm wrong but the manual states that you have 366 days to complete your annual assessment from the most recent comprehensive assessment. So for instance I did an annual assessment with an r2b and vb2 date of 4/5/04 and last comprehensive r2b and vb2 date was 4/4/03. I should be o.k.
