In many cases most of the costs of development costs of new drugs is paid by the taxpayers not by the drug companies.

The drug company wants people to keep taking the drug (so they can make their money
back on the development costs and start making a profit) so there isn't any definative data
on when people can stop the treatment, but the government doesn't want to pay, so they
delay starting the treatment....

I don't think your doctor will under-medicate you once your treatment starts, you will be
given as much as you need for as long as you need it (he is on your side). The doctor
controls your dosage, not the government. All the government can do is delay approval for
the prescription, and then only by a week or so.
