The drug companies are given the patent in order that the drug companies can 
recover their development investment. If they can prove that they will still be 
in a negative situation after the original patent period, they (the government) 
sometimes extend it. They did the same thing with Gleevec. It doesn't help that 
the foreign drug makers are duplicating the drug, which is taking away from the 
income of the developing company, thus stealing their profits that would have 
offset their costs thus perhaps helping them make the money they needed in the 
original patent period.

It might also be helpful to remember that our drugs are considered orphan 
drugs, meaning that the number of people that use the drug, doesn't justify the 
investment that has been made in research without this help. Now if we were 
talking Viagra, they could have cut the patent period by 75% because every man 
over 60 takes it.
