This is just a guess, but I think the person(s) who wrote the CMS Pipelines manual wanted to make each stage description self-contained. Since that would have meant making each stage description VERY long, they simplified it significantly. When we protested, IBM did issue the Author's version of the manual, so I don't think there was any intent to exclude the more advanced capabilities.
This is odd, since in the XEDIT reference manual, the definition of a line target is given in only one place, under LOCATE, and the definition of a column target is given only under CLOCATE. So why didn't the Pipelines manual author do the same thing? Just to put this in context, Apple leaves out significant features in its (online) documentation to make the Mac appear easier to use. This has led to a proliferation of non-Apple books "that should have been included in the box".
