In this century, it's way parochial to operate as if there were
only two time zones in the world, as z/VM and z/OS do.  z/OS UNIX
System Services does somewhat better; don't have CMS OpenExtensions
to play with.

I have colleagues in Colorado, London, and Canberra, all using the
same z/VM and z/OS systems.  Only one of them can have proper "LOCAL"
time (well, two in winter).
