Could you give more detail on how you would schedule this event?  If you're 
using a scheduler product of some kind, a good scheduler would update the 
status as to whether or not an event was run (and a few other things). So, 
turning the clock back, an hour in your example, wouldn't be a problem as the 
scheduler would determine if the scheduled event had run and take the 
appropriate action.
If you're talking about a person looking at a schedule and deciding what to do, 
well that discussion is best left for the philosophers.
