In a CMS environment you're talking about "personal time zone" support so 
that the guest could change its own tz offset and names.  The DST changes 
would still occur, managed by CP.

And as you suggest, CMS could move to handling time entirely on his own 
without the help of CP.

Yes, but that has nothing to do with how application express time values. 
Point is, if you want to express local time (without knowing what the 
offset is), you just tell the OS that you're using local time values.
