Have you looked at www.expressionengine.com ? It can do all of what
you're looking for and that bit more.
It has its own module for creating different newsletter campaigns.
But it sounds like you'd need something more powerful to help you
create and track your mailouts. In which case I'd consider using
www.campaignmonitor.com in conjunction with EE.
