If this was a democracy I would vote for expressionengine by a wide margin for being the most easy to work with as it has an open editable template system that published what YOU put in and isn't wrapped around the core programming. After trying them all I would have none other for configurability.

I'd throw an extra vote in for Wordpress which features easy templating (with zillions of templates to work from) and a very powerful API. The admin has also recently been completely redesigned and looks fantastic. For small to medium sites I find it excellent.

Joomla and Drupal and all the other megaliths are slow, cumbersome,
difficult to mod unless you use one of the pre-rolled mods or if
you're already expert at it.

ExpressionEngine is often overlooked, because you have to pay a small
fee for it ($50US I think, which at today's rates is the equivalent of
a pizza dinner) but is both powerful and flexible .

the simplicity of textpattern, wordpress, movable type and
silverstripe. are very often overlooked but good for many people who
think they need a huge CMS..
