My personal choice would be Drupal, which I find to be an excellent framework for complex sites. It has a reputation of being more of a coder's CMS, whereas Joomla is reckoned to be a designer's CMS, but there probably isn't much in it. But if you want a quick build, just choose the one that has the right features as much out-of-the-box as possible.
Drupal is being used by some pretty big sites though, including many US universities, Greenpeace.org.uk, Amnesty International, Nike Media's Olympics site, etc.
If the modules they want have been updated, go for Drupal 6 as it has many improvements over 5 both for users and for performance.
