Did you have a survey done prior to purchase?  The rudder could have
moisture instrusion which is pushing rust stains out the rudder stock.  Or
it could just be the stock rusting a bit.  Stainless steel will rust,
specifically in the absence of oxygen (like deap inside a rudder while
under water).  The welds on the support webs inside the rudder can rust
throug allowing the rudder to spin on the stock and even fall off.  I did
have a surveyor that said a wet rudder was very common and he indicated
that almost every boat in the yard probably had one.

I posted pictures a year ago of my rudder rebuild.  Steve Uthoff at
Annapolis Firberglass and Gelcoat worked with me and provided a
comprehensive and knowledgeable repair.  If I remember correctly the cost
was ~$4k.
