A good rule of thumb is to max out the RPMs when you're under way. Note the number. About 75% of that is a good cruising RPM but many people will go a little lower. IE if you max out at 3200 RPM, then 2400 would be fine, but I would probably run at 2200 to conserve fuel. Running at max for brief periods won't harm the engine. (and might do it a little bit of good) It is good to max out your RPMs on a fairly regular basis. A reduction in max RPMs will be a signal that you have a problem somewhere (it could be as simple as a fouled prop).
