No barrier is "normal" and acceptable.  Certain composites and gelcoats are
more susceptible to blisters than others.  A lot of people/builders simply
monitor for signs of blisters and then repair them with barrier coat.  Our
series of 37+ and 34+ where supposed to be built with one of the less
susceptible gel coats.

If you've gone almost 25 years without blisters, I wouldn't waste my money
with a barrier coat now.
