Safety is your call, Captain. I personally enjoy the comfort of having a real life raft on board no matter how close to shore I am and an EPIRB is never a bad thing if you find yourself in it or in your inflatable after having the boat knocked out from under you. One thing to consider is the water temps up here in June are pretty cold. Commercial guys are required to have survival suits even in the summer. An unplanned swim that time of year can be pretty dangerous, even a mile from shore.

I'm taklng Pegathy from Baltimore to Boston and back in June. I've got an 8 foot inflatable, a gps based plb (McMurdo FastFind 210), and a new VHF with an AIS receiver. The only offshore planned is from Cape May to Block Island. Everything else will be close to shore. Do I need to bother with a life raft and/or a real epirb?
