Rule # 1 avoid collision Common sense rule #2 who has more maneuverability and can get out of the way easier? I'd say it's easier to steer a bit to port or starboard for a boat then for the paddleboarder to paddle like hell to get out of the way.
As a paddleboarder I always appreciate when boats keep their distance.
