Only skilled kayakers and competitive rowers can
achieve speeds regarded as "maneuverable", in the sense of Colregs.
I regard small or slow moving vessels as obstructions and treat them as such.
And of course, kayaks being referred to as "speed
bumps" may illicit a laugh or two. :)

Inland Navigation Rules address "kayaks" or

treated as a "sailing vessel" since it is
permitted to display the same lights as one,
but, ultimately the issue of whom "gives way"
would fall to what would be "required by the
ordinary practice of seamen, or by the special
