In addition to what Chuck said, hog rings are quicker. Whipping will cut into your beer time.
To answer the original post, I have used hog rings for shock cord for over 20 years. Only way to go in my opinion. A good pair of hog ring pliers is about $25US and well worth it. They do come in a couple of sizes, so make sure you get the size you need. However, not all bungee cords are strands of rubber. I use solid elastomer shock cords on Touche'. apsltd.com has a selection of solid elastomer cord as well as the pliers. Also, black cord seems to last longer. Dennis C.
