Tom, 1. Don't get carried away tightening toe rail fasteners. You could squeeze out too much butyl rubber and cause the leakage to increase. I apply several applications of Captain Tolleys Creeping Crack Cure to the toe rail/deck interface every spring. Seems to keep leaks there at bay.
