If I may suggest, don't use w/s manufacturer's s/w, rather use something like Cumulus (SandaySoft), or its equivalent for Linux. If Cumulus doesn't support your w/s you may need to use something like WUHU. Amount of data is minimal. It is a simple text record (I don't remember exactly, but it should be around 100 characters) and it is sent with a frequency that you should be able to control (unless you are stuck with a proprietary solution). I send my data on a 5 min interval, but many people do that on 15 min or less. For sailing, less than 15 min would be not that informative, though.
No question, Davies w/stucolution would be the best, but for the price you should be able to buy a few decent ones. I use National Geographic 265 (i don't think you can buy it anymore, but it was $100 a few years back). LaCrosse makes decent w/ss. AccuRate has a few that are affordable, but they all use a proprietary system and you would be stuck with them (you have to report to the mothership and they would forward your data to WU). In fact, I would first research how you are going to provide the information to WU, and then make a decision which w/s purchase. One other thing is to think about participating in the CWOP programme. If you do, they would verify your weather data and provide very good feedback on a regular basis. If you need more info, contact me directly. However, I am somewhat unavailable until next week.
