Yep, it's frozen. A diver cleaned it out with no success. That said, the handle moves a minuscule amount. I can't get a bar in there to apply leverage. There is evidence of a weep of water over many years, as I vacuumed out more than a cup of salt crystals from that area, and it makes me a tad nervous. Interesting though, I cleaned it out two weeks ago and it is still dry.
