Good question. I just sold a boat to a young couple as their new “home” which they have located in Baltimore. The marina has a bunch of live aboard folks.

The county instruction allow them to staff with their own people if the maintain “social distancing”. So in at least some cases you can’t work on your own boat but can pay them to do work.
