It sounds like something is wrong, maybe the valves do not work like you think they do or something is clogged. That said, interconnecting tanks is not a good idea. This will cause a lot of weight to move to the low side every time you tack if the tanks are not full and anytime one tank is drawing air it may prevent the pump from working even if the other tanks is full.

I’ll do some exploring tomorrow to see what might be preventing the tanks from equalizing. Ideas are welcome.
