Change the filters as numero uno step.  Engine hours doesnt correlate to filter health.  I replace annually to just avoid them being the problem child.

Blow out the line to make sure.  

Also, any chance that you have air getting into the line?  Check your points of access, Racor, filter housings, hose connections etc?..

Definitely sounds like a fuel delivery problem. One way to validate would be to see if it runs ok at reduced rpm.  Has the boat been idle for awhile?

Tom, could be crud in the tank blocking the pick up line to the filter.
Should be rubber line from tank to filter. 
Disconnect line at filter and blow into it. Yumm!
