[cobalt-security] Why is there no Apache security update for RAQ3?

Apache 1.3.6 is the version running on RAQ3's why has this not been updated in
the Cobalt downloads section, there are many security vulnerabilities for this and
it is obviously the key service run on all RAQ's therefore it doesn't make sense!
