Yes, there was a Red-bellied Woodpecker in Larimer County on 1 January 2008. Photos of that bird are at www.pbase.com/quetzal/rbwo1012008. Vagrants like these can turn up anywhere (rarely, of course) in Colorado, especially when they breed close by (e.g. Red-bellied Woodpecker is a fairly common breeder within 200 miles of Larimer County). However, observers should attempt to document the occurrence of any vagrant bird with photos, video, etc. This will help nail down the identification. Identification of vagrants requires special attention because 1) local observers are less familiar with vagrant species, 2) there may be similar species that local observers are unaware of, and 3) to avoid publishing errant identifications (occurrences of vagrants are often highlighted in publications). A similar species to Red-bellied Woodpecker that could also occur in Colorado as a vagrant is the Golden-fronted Woodpecker, which breeds fairly close to southeastern Colorado in north Texas and central Oklahoma. Golden-fronted Woodpecker has not yet occurred (to our knowledge) in Colorado, but when it does, it will undoubtedly be identified initially as the more familiar (to Colorado birders) Red-bellied Woodpecker.
