In Washington, from where I just moved, we have had a recent mini-flurry (over 
last 5-7 years) of February records for returning Swainson's Hawks. Probably 5 
or so records in total, but since there were none before, a real jump. 


During the last decade or so, small populations of wintering Swainson's Hawks 
have been found in North America (CA's Central Valley, s. Baja California Sur) 
and others may exist elsewhere. I had a Swainson's floating northward over 
suburban S Pasadena (well away from any suitable habitat) in late January this 
year. I would not be surprised if these North American wintering Swainson's 
arrived earlier at their breeding grounds than those from S. America. Timing of 
migration is super-complex, but just the vast difference in distance-traveled 
would have some effect, one would think.
