Perhaps you didn't understand. My problem is simple, I can't load a Tiled 
(.tmx) file without getting the aforementioned error.

Take test_tmx.py into consideration. All i did was comment out the ['map0'] 
layer from the following line of code and I got the same error.

test_layer = tiles.load('road-map.tmx')#['map0']
