I figured out what you were trying to tell me.

I guess I had to do the following:

map = cocos.tiles.load("mymap.tmx")
layer1 = map['layer1']
layer2 = map['layer2']
layer3 = map['layer3']

mylayer = cocos.layer.Layer()
mylayer.add(layer1)
mylayer.add(layer2)
mylayer.add(layer3)
