Have you looked at Heroku (http://heroku.com/)? I've only used their freebie plan (so I have no idea how they compare pricewise), but it's been fantastic to get Ruby apps running there.
Dreamhost also provides Passenger to their customers (http://wiki.dreamhost.com/Passenger) so that might be an option, too. -Ross.
