IMHO this is just a bad idea in general. Shortly spoken, it's what would
be stamped as the brute force solution, a quick hack. This might be good
for official channels that hold classes for instance, but for large
regular channels?

This should be fixed at the source, for example (yes, you read it right,
example not necessarily suggestion) sending data such as a large NAMES
listing in a delayed manner so that the client's buffer doesn't overflow,
instead of one burst. What you're suggesting would be more of a quick
hack, and imho the problem shouldn't be dealt with unless we find a way to
actually fix it instead of trying to circumvent it.
