Hi, I'm kicking myself for writing this, because I've been known to criticise other people's motives for wanting to do something and I hate that kind of reaction, but I can't help myself it seems.
I'd suggest two things: draft some screen shots (simple is fine) of what you expect the result to look like (try inkscape or qt designer), and get some research or evidence that this sort of tool would be useful to convine others. Other modern operating systems and not just Windows and MacOS but also BeOS and to most extents Plan9 and the ideas of the Hurd, not to mention Gnome and especially KDE, believe that this approach is fundamentally flawed and that the answer lies in better metaphors instead of an easier to use command line for 90% of work.
