To quickly answer your last question: ACE-315 was opened to investigate that 
one. I agree the current approach creates a lot of files and that is not 
desirable. However, the alternative is not that straightforward either as we 
would have to somehow at least store all the properties we collected for each 
target so we can dynamically generate the file from template + properties.
