Adds axios interceptors to track URLs that return 403 and abort subsequent requests to those URLs. Permissions don't change mid-session, so this prevents wasted polling traffic without requiring per-component changes. Closes: https://github.com/apache/airflow/issues/64319 Other solutions were considered than adding an axios interceptor, such as a custom hook wrapping the useAutoRefresh and changing the return type, but that would spread to a lot of places. (30+ location basically everything that uses the refresh interval). This is the easiest global solution, the tradeoff is that the js event for refresh still 'occurs' but requests are immediately aborted on the client side. ### Before https://github.com/user-attachments/assets/ebc669d9-aa37-413c-9737-7089e073488e ### After https://github.com/user-attachments/assets/bab71c43-595f-49e0-9162-4f35b1f0dad4 <!-- SPDX-License-Identifier: Apache-2.0 https://www.apache.org/licenses/LICENSE-2.0 --> <!-- Thank you for contributing!
