Review Comment:
   Fixed. submit_job now checks state store directly. If it already has a value 
for the run-id key (even a terminal one), the scan is skipped entirely, since 
your own check already ruled out reconnecting. It only runs when there's 
genuinely nothing recorded: first attempt, no store (pre-3.3), or a store 
that's never seen this key.
