Fixed, both reconnect checks in `_find_previous_job_run` now call
`self.is_job_active(state)` instead of the old hardcoded values, so WAITING and
STOPPING are treated as reconnectable there too, matching `is_job_active` and
the docs. Added parametrized coverage for both states on both tiers.
