Review Comment:
   Agreed, and that gap is exactly what let the row bug through. Fixed.
   
   The four "stale state" tests now check the row as well as the banner, and 
there's a new test for the case where an older try keeps its reason while the 
task runs again.
   
   I checked the tests actually catch the bug rather than just passing: 
removing the row gate fails four of them, and gating the row on the wrong state 
fails the new one.
