URL: https://github.com/apache/airflow/pull/76169

Prepare a separate Common AI 1.1.0rc3 candidate after the compatibility
failures reported against 1.1.0rc2. The runtime fixes are already merged in
#75270: durable streaming accepts both the older response-and-events wrapper
and pydantic-ai 2.60+'s bare response, and OpenSandbox 1.2 rules without a
target preserve the intended policy-refusal error.

Keep the final version at 1.1.0 and retain its previously approved
significant upgrade notes. Add the compatibility fix to that unreleased
version's changelog, refresh its source-date epoch, and set the new preparation
date to 2026-10-31. Release-preparation PR #75947 is recorded only in the
excluded source-comment block.

This is an ad-hoc release containing **only Common AI**. The Azure 15.3.0
and OpenLineage 2.21.0 candidates continue independently in the October 29
wave. Their frozen source, release tags and staged artifacts are preserved.
Common AI 1.1.0rc2 must remain excluded from that wave's final publication.

   ### Validation

   - Current dependencies inside Breeze: pydantic-ai-slim 2.62.0 / OpenSandbox
1.2.0; 829 passed, 4 skips (optional SDKs/version gate).
   - Declared lower bounds inside Breeze: pydantic-ai-slim 2.36.0 / OpenSandbox
1.1.0; 119 passed, including streamed live/replay behavior and policy-refusal
errors.
   - Changelog/git reconciliation: 1 provider checked, 0 unresolved problems.
   - Documentation selected by Breeze verify: 8 of 10 packages passed,
including Common AI. The local 2 GB Colima VM killed the Amazon and Google
builds with exit 137. The initial parallel run also lost workers; unfinished
packages were retried individually. CI documentation checks remain required
before merge.
   - Fast/manual static checks passed. The explicit provider mypy hook had no
applicable Python changes.
   - Scoped template regeneration and official next-version pin update
completed; no dependency-floor changes are introduced here.

   ### Before RC3 is cut

   - [ ] CI passes, including the two documentation builds that exceeded local
memory; review and merge this preparation PR.
   - [ ] Freeze the merge commit under a new wave tag; retain all published
RC1/RC2 tags and artifacts.
   - [ ] Build, sign, stage and independently verify Common AI alone, using
`rc3` explicitly for the separate PyPI packages.
   - [ ] Publish a separate testing issue and vote. Carry forward applicable
checks and keep the Azure/OpenLineage vote independent.
   - [ ] Preserve the other active wave's staging documentation: skip the
staging-to-main reset and publish only Common AI's new docs.
