Unfortunately I cannot reproduce this issue . I suggest you to :
1. Move backwards along t694_bh_i18n branch on patch queue history
and detect the point where it started to fail this way
2. Move backwards along BH /trunk because afaics we have not touched
that file
in the patches submitted for this ticket .
