Review Comment:
   In my opinion, the purpose is to allow IS NOT DISTINCT FROM expressions to 
be handled correctly. The splitJoinCondition method is included in the 
JoinInfo.of method. JoinInfo.of is only used in the implementation class of 
EnumerableXxxJoin, that is, when handling equality and non-equality conditions, 
so it may not have any impact.
