[~rnamboodiri] You have to change server side operation to asynchronous 
operation. Currently CompactionManager#parallelAllSSTableOperation blocks 
cleanup/scrub/upgrade to be completed.

So steps are:

1. Make CompactionManager#parallelAllSSTableOperation asynchronous by returning 
Future.
2. Add JMX notification to be sent from StorageService
3. Add NodeProbe codes (like you do in the patch) to listen to those 
notifications
