We tried using this for a large cluster 96 nodes and there was very little
difference with or without this patch. This was on GCE and I think networking
was less of an issue at this scale.
Ariel's debugging code showed the coalescing window should be raised which we
tried. A note on the debug mode: We should change this to be a MS metric vs
all the hoops you need to run though to get to this number.
